Meta Conversion Leads Optimization: The Rules Explained

Conversion Leads optimization lets Meta deliver lead ads to people likely to reach a later stage in your CRM, such as 'qualified' or 'booked', instead of people likely to just fill in the form. It needs instant-form lead ads, roughly 200 to 250 leads a month, daily CRM uploads and a target stage reached within 28 days by 1% to 40% of leads.

01 • the idea

What is Meta's Conversion Leads optimization?

Normally a lead ad campaign optimises for leads: people who submit the form. With Conversion Leads, your CRM tells Meta which leads reached a chosen stage, and Meta tries to find more people like them. It runs on the CRM events described in Conversions API for CRM.

02 • the rules

What are the requirements for Conversion Leads?

RequirementMeta developer pageGoHighLevel help article
Ad typeFacebook/Instagram lead ads (instant forms) onlyInstant forms
Lead volumeAt least 200 a monthAt least 250 a month
Upload frequencyAt least once a dayAt least once a day
Stage timingWithin 28 days of the leadWithin 28 days
Stage conversion rateBetween 1% and 40%1%–40%

200 or 250?

Meta's own developer page says 200; GoHighLevel's article says 250. Meta's figure is the official one, but if you are near the line, plan for 250 to be safe. Requirements can change, so check Meta's current page.

03 • choosing the stage

How do I choose the right target stage?

Pick a stage that passes all three tests
  1. 01

    Fast enough

Most leads who reach it do so within 28 days.

  2. 02

    Common enough

Between 1% and 40% of leads reach it. Below 1% gives Meta too little; above 40% says too little about quality.

  3. 03

    Honest

Your team applies it consistently, every time, based on a real event.

BusinessOften a good target stage
RoofingInspection booked or completed
HVAC replacementHome visit booked
SolarConsultation attended or site survey booked
GymFirst visit
Wedding venueTour booked or attended
CoachSales call attended

These are starting points, not rules. Your own data decides. Each is explained on the niche tracking pages.

04 • below the line

What if I do not have enough leads for Conversion Leads?

  • Send CRM stages anyway. Your reporting improves straight away, and you are ready when volume grows.
  • Use the extra information to judge campaigns by booked or won leads, not raw lead count.
  • Improve forms and follow-up, which often matter more at low volume than any optimisation setting.

Lead volume is only one factor. If your leads come from a website form rather than instant forms, see Facebook lead ads vs a landing page.

05 • the first month

How long does Conversion Leads take to learn, and what should I watch?

Meta's developer page says the estimated time to value is about one month, based on historical data. In practice that means the first few weeks are for collecting data, not judging results.

  1. 1Week 1: check events arrive daily in Events Manager and match the right leads.
  2. 2Week 2: check the target stage rate is still inside 1% to 40%.
  3. 3Weeks 3–4: compare cost per target-stage lead with your previous campaigns, using your CRM numbers.
  4. 4After a month: decide whether to keep, adjust the target stage, or go back to standard lead optimisation.

Avoid changing too much at once

If you change the ad creative, the audience, the form and the optimisation goal in the same week, you will not know which change made the difference. Change the goal on its own where you can.

06 • worked examples

How do I test whether a stage passes the 1%–40% rule?

Take one recent month of instant-form leads and count how many reached each stage within 28 days. The numbers below are made up, only to show the maths.

StageLeads reaching it within 28 days (example)RatePasses?
Contacted180 of 30060%No, above 40%
Qualified90 of 30030%Yes
Booked45 of 30015%Yes
Won2 of 3000.7%No, below 1%

In this example, 'Qualified' and 'Booked' both pass. Booked is usually the better choice, because it says more about real intent, as long as your team marks it reliably.
